Proposes a constitutional amendment to allow NYCO Minerals, Inc. to conduct mineral sampling operations at its own expense on approximately 200 acres of forest preserve land in Lot 8, Stowers Survey, Town of Lewis, Essex County to determine wollastonite quantity and quality.

Permits the state to subsequently convey Lot 8 to NYCO Minerals, Inc. in exchange for the company conveying not less than the same number of acres of land to the state, subject to legislative approval and the condition that received lands equal or exceed the value of conveyed lands.

Requires the assessed value of land conveyed to the state to total not less than one million dollars and mandates NYCO Minerals, Inc. remediate the site and return title of Lot 8 to the state upon termination of mining operations.

Provides that if Lot 8 is not conveyed to NYCO Minerals, Inc., the company must still convey to the state not less than the same number of acres of land disturbed by sampling operations, subject to legislative determination that received lands equal or exceed the value of disturbed lands.

Requires the amendment to be referred to the first regular legislative session following the next general assembly election and published for 3 months prior to that election.
