Proposes a constitutional amendment to Article 14, Section 1 to allow the legislature to settle disputed title claims in Township 40, Totten and Crossfield Purchase, Town of Long Lake, Hamilton County

Permits the legislature to authorize settlement of longstanding competing land title claims between the State and private parties in the specified township

Requires that as a condition of any settlement, land purchased without state-appropriated funds and suitable for forest preserve use must be conveyed to the state

Mandates the legislature determine that property conveyed to the state provides a net benefit to the forest preserve compared to the Township 40 lands involved in the settlement

Requires the amendment be referred to the first regular legislative session following the next general assembly election and published for 3 months prior to that election
