Extends the temporary state energy and utility service conservation assessment from four state fiscal years (ending March 31, 2014) to three state fiscal years (ending March 31, 2013), reducing the duration by one year

Changes the expiration date of the assessment from March 31, 2014 to March 31, 2013

Reduces the maximum annual assessment charged to public utility companies to one-third of one percent of their gross operating revenues derived from intrastate utility operations, effective April 1, 2013

Maintains exemptions from the assessment for telephone corporations and certain entities subject to the Public Service Commission's jurisdiction only for safety matters
