Amends labor law to require employers (except those in cities with population over one million) to provide emergency escape systems to firefighters determined at risk of entrapment at elevations.

Commissioner of Labor must identify applicable codes and standards from the National Fire Protection Association and other appropriate standards, and establish regulations requiring employers to identify exposed firefighters and determine appropriate emergency escape systems.

Defines "entrapment at elevations" as situations where firefighters must exit structures through non-designated openings above ground floor or surrounding terrain due to fire or emergency conditions.

Defines "emergency escape system" as safety ropes, system components, or other certified systems compliant with NFPA or commissioner-approved standards for emergency self-rescue from above-grade hazardous environments.

Requires employers to routinely inspect systems, ensure firefighter training and awareness of limitations, maintain equipment according to manufacturer specifications, and promptly correct any identified defects; effective thirty days after enactment.
