Amends measurement rules for liquor license distance restrictions by allowing measurements to be taken in straight lines from the center of the nearest entrance of premises to schools, churches, synagogues, or other places of worship.

Expands the definition of incidental uses that do not prevent a building from being considered "exclusively" occupied as a place of worship to include bingo, fund-raising performances, social activities, bereavement counseling, health screenings, yoga and exercise classes, and private social, corporate, or charitable functions by non-congregants.

Clarifies that religious organizations may accept payment for use of building facilities by outside parties or for the benefit of the religious organization without losing the "exclusively" occupied status.

Modifies licensing provisions for caterers using facilities in buildings occupied as churches, synagogues, or places of worship by requiring a written agreement with the religious organization and specifying that the religious organization must retain beneficial ownership of the premises.

Takes effect immediately upon enactment.
