Allows alteration of boundaries for two or more contiguous common, union free, or central school districts wholly contained within the Eastern Suffolk Board of Cooperative Educational Services Supervisory District.

Permits boundary alterations to be initiated by petition signed by at least 25 qualified voters or 5 percent of voters from the previous annual election in each affected district, or by joint resolution approved by a majority of trustees or board members in each district.

Requires affected school districts to complete a joint feasibility study within 120 days covering enrollment projections, staffing plans, educational programs, fiscal implications, transportation costs, geographic accessibility, student safety and welfare, and other relevant factors.

Mandates a joint public hearing within 30 days of study completion with notice to all qualified voters, followed by a special district meeting where a simple majority in each district must approve the proposition for it to take effect.

Allows districts to limit citizen-initiated petitions for the same territory to once per five-year period and prevents rejected propositions from being voted on again for one year; approved propositions taking effect no sooner than July 1 of the second school year following approval.
