Amends Education Law to define key testing terms including "test subject," "home high school," "testing site," "test site personnel," "acceptable photo identification," and "photo admission ticket"

Requires test subjects to report their registered testing site to their home high school before taking the SAT or ACT, and to report their exam scores to their home school after completion

Mandates that test subjects present one form of acceptable photo identification and a photo admission ticket at sign-in; requires pre-registration and prohibits walk-ins from taking exams at sites other than their registered location

Requires SAT and ACT test agencies to report to legislative higher education committees within one year on security procedures, suspected test score irregularities, canceled scores, and test site personnel training

Takes effect November 1 following enactment
