Creates a "farm brewery" license for manufacturing New York State labeled beer on farms or other premises in New York, with an annual license fee of $320.

Establishes phased requirements for New York ingredients: 20% of hops and other ingredients (by weight) through December 31, 2018; 60% from January 1, 2019 through December 31, 2023; and 90% from January 1, 2024 forward.

Authorizes farm breweries to sell beer and cider at retail on-premises and off-premises, conduct tastings, operate up to five branch offices, and manufacture complementary products including food condiments, hops-related crafts, and gift items.

Permits farm breweries to manufacture no more than 60,000 finished barrels of beer annually and allows operation of restaurants, hotels, and bed-and-breakfasts on brewery premises.

Exempts farm brewery, farm winery, and farm distillery operators from certain sales tax information return filing requirements and authorizes the Commissioner of Agriculture to grant temporary relief from New York ingredient requirements during natural disasters or adverse weather conditions.
