Expands the definition of "harassment" and "bullying" to explicitly include cyberbullying and conduct occurring off-campus that creates a foreseeable risk of substantial disruption at school.

Requires school districts to establish policies and procedures including designated officials to receive reports, timely investigation and notification requirements (oral report within one school day, written report within two school days), and prompt corrective actions.

Mandates school employee training on harassment, bullying, and discrimination patterns, with emphasis on social patterns based on protected characteristics including race, religion, disability, sexual orientation, and gender.

Requires school professionals applying for certificates or licenses on or after July 1, 2013 to complete training on harassment, bullying, and discrimination as a condition of certification.

Directs the Commissioner of Education to develop model policies, provide grants to school districts, promulgate implementing regulations, and provide guidance on best practices for addressing cyberbullying on and off school property.
