Amends Public Service Law to allow applicants granted certificates for major electric generating facilities to be eligible for admission to the Excelsior Jobs Program, including facilities with prior certifications under other laws before the effective date.

Adds major electric generating facilities meeting Public Service Law requirements to the definition of "regionally significant project" under Economic Development Law, expanding eligibility criteria beyond manufacturers, agricultural businesses, financial services firms, and research facilities.

Creates an exception to the Excelsior Jobs Program's ineligibility list for major electric generating facilities that have received certificates or amendments for construction or operation, allowing them to participate despite restrictions on utilities and energy distribution companies.

Takes effect immediately upon enactment.
