Allows the Department of Financial Services superintendent to issue certificates to charitable bail organizations (nonprofits registered under 501(c)(3) and Article 7-A of Executive Law) to deposit money as bail.

Limits charitable bail organizations to depositing a maximum of $2,000 for defendants charged with misdemeanors only, and prohibits them from executing surety bonds.

Restricts charitable bail organizations to operating in one county, except those in cities with populations of one million or more may operate in all five counties of that city.

Prohibits charitable bail organizations from charging premiums or receiving compensation for their bail services.

Requires charitable bail organizations to pay a $1,000 certificate fee for each five-year term (waivable by superintendent) and to maintain current charity registration or face certificate revocation or suspension.
