Adds the Fairview Fire District and Arlington Fire District in Dutchess County to the list of fire districts holding annual elections on the Tuesday after the first Monday in November, rather than the default second Tuesday in December.

Expands the board of fire commissioners in specified fire districts (those in Paragraph B of Section 175) to include the town supervisor and a taxpayer representative appointed by the town board, both serving as voting members.

Requires a special meeting called by petition of at least ten qualified voters to approve the expanded board composition for single-municipality fire districts, with approval triggering implementation in the next election cycle.

For multi-municipality fire districts, requires separate approval by petition in each affected municipality with an alternating representation agreement, and the measure fails if defeated in any affected municipality.

Takes effect immediately and applies to the next election cycle of affected fire districts following the act's enactment.
