Power Authority of the State of New York must issue a request for proposals within 90 days to sell 10 natural gas turbine electric generating facilities with less than 80 megawatts nameplate capacity each, located in and around New York City (Bronx, Queens, Brooklyn, and Staten Island).

Request for proposals bidding period shall last a maximum of 90 days and include specific facilities at Harlem River Yard, Vernon Boulevard, Hell Gate Plant, Windsor Terrace Power Plant, Pouch Terminal, and North First Avenue.

Authority must report the range of solicited bids to the Governor, temporary president of the Senate, and speaker of the Assembly within 30 days of the solicitation period ending, subject to confidentiality requirements for individual bids.

Proceeds from facility sales shall be deposited into a special account administered by the New York Energy Research and Development Authority to fund repowering of electric generating facilities and energy infrastructure upgrades.

Funds shall be made available to assist municipal corporations adversely impacted by property tax revenue or payment-in-lieu-of-tax losses from the closure of major electric generating facilities.
