Requires the Commissioner of Mental Hygiene to create educational materials about compulsive gambling for individuals who voluntarily place themselves on a self-exclusion list at gaming facilities licensed by the New York State Gaming Commission, with materials made available on the Office website and including treatment resources.

Establishes a problem gambling education program in consultation with the New York State Gaming Commission that must be completed by individuals requesting removal from a self-exclusion list, with the program available on both the Office and Gaming Commission websites and including treatment resources.

Modifies self-exclusion removal procedures to require individuals to complete an approved educational program in paper or electronic format and provide proof of completion to the gaming association or corporation before their exclusion order can be rescinded, replacing the previous seven-day waiting period.

Incorporates these requirements into the racing, pari-mutuel wagering and breeding law by amending Section 111 to reference the new mental hygiene law provisions.
