Creates an 11-member legislative task force on responsible gaming to develop policies mitigating compulsive gambling and promoting responsible gaming practices for all New York state gaming activities.

Task force shall identify policies and programs, recommend regulations for the New York state gaming commission and its divisions, and recommend enforcement structures including penalties for violations.

Task force membership includes two members appointed by the speaker of the assembly, one by the assembly minority leader, two by the temporary president of the senate, one by the senate minority leader, plus five designated state officials from alcoholism services, the gaming commission, lottery, gaming, and horse racing divisions.

Task force shall deliver a final report with all findings and recommendations no later than February 1, 2013, to the governor, speaker of the assembly, and temporary president of the senate, after which the task force shall be dissolved.

Members receive no compensation but shall be reimbursed for actual and necessary expenses incurred in performing their duties.
