Grants Brian Stebbins retroactive Tier IV membership status in the New York State and Local Employees' Retirement System, with membership effective August 1, 2003, when he was first employed by the Village of Green Island.

Stebbins filed his membership application on August 1, 2003, but it was not processed until March 15, 2012 due to administrative error rather than his own negligence.

The Village of Green Island shall bear all past service costs incurred in implementing this act, estimated at approximately $130 as a one-time payment due February 1, 2013.

State of New York annual contributions to the retirement system will increase by approximately $1,600 for the fiscal year ending March 31, 2013.

This act takes effect immediately upon enactment.
