Expands podiatric scope of practice to include treatment of wounds contiguous with foot wounds up to the distal tibial tuberosity level, and allows diagnosis and treatment of ankle and soft tissue conditions below the tibial tuberosity with appropriate surgical privileges.

Creates two new privilege categories—podiatric standard ankle surgery and podiatric advanced ankle surgery—requiring applicants to complete accredited residency training and obtain national board certification in reconstructive rearfoot and ankle surgery, with fees of $220 for issuance and $210 for biennial registration.

Authorizes limited permits for podiatrists meeting residency and board qualification requirements to perform ankle surgery under direct personal supervision of a privileged podiatrist or orthopedic surgeon, valid for one year and renewable up to four times, at fees of $105 for issuance and $50 for renewal.

Prohibits podiatrists from performing partial or total ankle replacements or treating pilon fractures, and excludes surgical treatment of tibial diaphysis complications from advanced ankle surgery scope.

Establishes a healthcare practitioner database for podiatrists in cooperation with the education department and permits physicians to serve as expert witnesses in podiatric malpractice actions; effective eighteen months after enactment.
