Bars public and independent adjusters from receiving compensation or anything of value in consideration of direct client referrals and applies the same restrictions on repair recommendations with disclosure requirements as insurers.

Requires independent adjuster applicants to demonstrate either one year of insurance industry experience or completion of forty hours of approved formal training before taking the licensing examination.

Establishes biennial continuing education requirements of fifteen credit hours for licensed public and independent adjusters, with courses approved by the superintendent covering principal branches of insurance related to the adjuster's license.

Establishes filing fees for continuing education providers ($200 per organization, $50 per course and instructor) and a $10 biennial fee per licensee for certificate filing and recording, with non-renewal of licenses for those failing to meet education requirements.
