Establishes the "Explore the Cosmos New York Fund" to support a science and education center housing the Space Shuttle Enterprise at the Intrepid Sea, Air and Space Museum, effective for tax years beginning January 1, 2013

Allows individual taxpayers to voluntarily contribute any whole dollar amount to the fund through a check-off option on personal income tax returns, with contributions not reducing taxes owed

Authorizes the Department of Motor Vehicles to issue distinctive "Explore the Cosmos New York" license plates starting July 8, 2013, with an additional annual service charge of $25 per plate

Directs license plate service charges exceeding $6,000 annually to be deposited into the Explore the Cosmos New York Fund, while charges up to $6,000 support plate production, design, advertising, and marketing

The act takes effect immediately and expires and repeals 8 years after enactment
