Expands voting materials in Russian that boards of elections in cities over one million population must provide to include all information provided in English about the electoral process, registration, voting notices, forms, instructions, and assistance.

Requires Russian language materials at polling places for voting systems, ballot marking devices, and ballots to enable Russian-speaking voters to participate effectively in electoral activities.

Mandates boards of elections produce and distribute a citywide booklet containing a voter registration form in English with Russian instructions, information about absentee ballot criteria and application process in Russian, and general voter information including frequently asked questions in Russian.

Allows boards of elections to include additional languages on their website and in the booklet beyond Russian and English.

Takes effect 120 days after enactment, with authorization for implementing rules and regulations to be adopted immediately upon passage.
