Requires entities submitting records to state agencies to request disclosure exceptions in writing, specifically identifying which portions of records should be excepted and stating reasons, with exceptions limited to a maximum of three years from the agency's receipt of the request.

Entities may apply for three-year extensions of expiration exceptions no less than sixty days before the current exception term expires; failure to timely apply for an extension results in automatic expiration of the exception.

Agencies must review extension applications and either grant or deny them, with denial decisions subject to appeal by the submitter.

Agencies must inform submitters of their intention to determine whether exceptions should be granted or continued, allow ten business days for written statements, and issue written determinations within seven business days, with copies sent to the submitter, requester, and the Committee on Open Government.

Denials of exceptions or access to records may be appealed to the agency head within seven business days, with appellate determination required within ten business days.
