Prohibits any person or business entity from intentionally creating documents containing another person's personal identifying information (driver's license number, mother's maiden name, credit/bank account numbers, or debit card numbers) for public inspection and filing with an agency unless the information is relevant, necessary, required by law, or the person has consented

Exempts dependent children and information that is relevant and necessary to accomplish the purpose of the filing or required by federal, state, local law, or court rule

Requires agencies receiving filed documents to post notices in visible locations describing the prohibition on unnecessary personal identifying information in public records

Authorizes the Attorney General to seek court injunctions and restraining orders against violations, and allows courts to award restitution and attorney fees without requiring proof of actual injury

Takes effect ninety days after becoming law
