Establishes a 90-day statewide substituted cathinone surrender program allowing individuals to anonymously surrender products containing substituted cathinones at department of health locations without legal consequences.

Redefines substituted cathinones in Public Health Law Schedule I to cover any compound structurally derived from 2-amino-1-phenyl-1-propanone with modifications to the phenyl ring, 3-position, or nitrogen atom, excluding bupropion.

Repeals previous Schedule I paragraphs 9 and 10 relating to specific methcathinone compounds and their variants.

Requires the Department of Health and Division of Criminal Justice Services to establish and maintain a public database of known substituted cathinones, including chemical names, trade names, physical descriptions, effects, and product packaging images.

Takes effect 90 days after becoming law; the surrender program expires on the 91st day after effective date, while the database provision remains permanent.
