Requires all firearm sales, leases, transfers, or loans to be conducted through a licensed dealer in firearms, with exceptions for law enforcement, military, and certain other activities

Mandates dealers to conduct background checks on purchasers and transferees in accordance with federal law (18 U.S.C. § 922(T)) and state and local law before delivering firearms

Allows dealers to charge administrative fees to cover transfer costs, plus applicable federal, state, and local fees

Exempts gunsmith services, transportation/storage businesses, target range loans, supervised loans to minors for hunting or sporting purposes, and loans to adults for hunting or sporting purposes when accompanying the owner

Establishes violation of these provisions as a Class A misdemeanor, with convictions of dealers required to be reported to the Federal Bureau of Alcohol, Tobacco, Firearms and Explosives; effective sixty days after enactment
