Requires firearms and ammunition dealers to obtain a three-year dealer permit from the Division of Criminal Justice Services, with background investigations of applicants and all employees with access to firearms or ammunition.

Establishes mandatory security requirements including alarm systems monitored by Underwriters Laboratories, video surveillance with one-year retention, locked storage, and $1 million minimum liability insurance for firearm sales businesses.

Prohibits dealer locations in residential zones or within 1,500 feet of schools, parks, places of worship, liquor stores, and similar facilities; restricts entry to persons under 21 unless accompanied by a parent or guardian.

Requires dealers to maintain detailed sales records including purchaser identification and thumbprints, report all transactions to the Division within 24 hours, conduct physical inventories twice yearly, and report lost or stolen ammunition within 48 hours.

Establishes denial and revocation grounds including false applications, prior firearms license revocations, criminal convictions, controlled substance use, and violations of applicable federal, state, or local laws; violations constitute Class A misdemeanors.
