Requires adrenoleukodystrophy (ADRENOLEUKODYSTROPHY) to be added to the list of diseases screened for in newborn testing, alongside phenylketonuria, sickle cell disease, hypothyroidism, branched-chain ketonuria, galactosemia, and homocystinuria

Mandates that institutions caring for infants 28 days or younger administer screening tests to all infants in their care

Directs the commissioner of health to prescribe the timing, manner, and procedures for testing, recording results, tracking, follow-up reviews, and educational activities

Requires the commissioner to promulgate regulations on how information describing the purposes of newborn screening requirements shall be disseminated to parents or guardians

Takes effect 180 days after becoming law, with immediate authorization for the commissioner to adopt necessary rules and regulations for implementation
