Adds individuals granted Deferred Action for Childhood Arrival (DACA) status as eligible applicants for state student financial aid alongside U.S. citizens, permanent residents, and refugees.

Allows non-resident students who are U.S. citizens, permanent residents, lawful non-immigrant aliens, or DACA recipients to receive undergraduate and graduate financial aid if they attended a New York State high school for two or more years and graduated within five years (undergraduate) or ten years (graduate) of applying.

Extends eligibility for DACA recipients and qualifying non-residents to receive tuition assistance through State University of New York (SUNY), City University of New York (CUNY), and community college programs at resident rates.

Expands access to supplemental financial assistance, science and technology entry programs, and other state-funded educational support to DACA recipients meeting the specified high school attendance and graduation requirements.

Directs the Commissioner of Education to establish a confidential application process allowing students to apply directly to the Higher Education Services Corporation or Education Department without submitting information to other state or federal agencies.

Takes effect 90 days after USCIS issues DACA regulations or 90 days after the bill becomes law, whichever is later.
