Requires all firearm owners in New York to obtain and carry a firearms safety certificate issued by the local sheriff or police commissioner in cities with populations over one million

Mandates completion of at least five hours of classroom instruction on firearm safety, storage, and applicable laws, plus two hours of live firing instruction at a shooting range before applicants can take a written examination

Establishes that certificates must score 75% or higher on a written examination, are valid for two years, non-transferable, and may be renewed upon completion of requirements; prohibits selling or transferring firearms to non-certificate holders

Makes it a crime under penal law to possess a firearm without a valid safety certificate, with exceptions for law enforcement officers, licensed manufacturers and sellers, non-residents engaged in lawful recreational activities, and temporary possession for self-defense

Takes effect January 1st following enactment with a 90-day grace period for people already possessing firearms on the effective date
