Caps annual fees that municipalities can charge mobile food vendors at $250 per mobile vending vehicle, except cities with populations of one million or more are exempt from this limit.

Defines a mobile food vendor as any person selling or offering food for sale in public spaces from a mobile vehicle including pushcarts, cars, vans, or trucks.

Excludes delivery-only services where food was previously ordered and purchased from an established retail location from the definition of mobile food vendor.

Takes effect immediately and expires two years after enactment, at which point the provisions are repealed unless extended by the legislature.
