Prohibits courts from awarding custody or visitation to a parent convicted of rape in the first, second, or third degree when the child was conceived as a result of that rape.

Applies the custody prohibition across all custody determination proceedings in Supreme Court and Family Court under the Domestic Relations Law.

Requires courts to order restitution from a person convicted of rape to cover child support until the child reaches age 21 when a child is conceived as a result of the rape.

Amends the Domestic Relations Law, Family Court Act, and Penal Law to implement these provisions.

Takes effect immediately upon enactment.
