Port Authority must conduct a noise and land use compatibility study following Federal Aviation Regulations (14 CFR Part 150) to improve compatibility between air terminals and surrounding land uses.

Study must either recommend operational and land use measures or provide sufficient detail to support requests for noise mitigation funding to insulate homes impacted by Port Authority airport operations.

Port Authority must submit findings to the governors and legislatures of both states and make the report available to the public by June 1, 2013.

Port Authority must hold biennial public hearings in Kings, Queens, and Nassau counties (New York) and Union and Essex counties (New Jersey) to allow public input on aircraft noise issues, with at least one commissioner from each state attending.

Act takes effect upon New Jersey enacting identical legislation, or immediately if New Jersey has already enacted such legislation.
