Expands New York's plastic bag recycling law to include film plastic products such as newspaper bags, dry cleaning bags, and shrink-wrap.

Requires stores to establish at-store recycling programs that accept both plastic carryout bags and film plastic from customers.

Mandates placement of visible, clearly marked collection bins in stores not in enclosed malls and in stores of at least 50,000 square feet within enclosed malls.

Requires stores and manufacturers to maintain records for a minimum of three years documenting the collection, transport, and recycling of plastic carryout bags and film plastic by weight.

Establishes state preemption over all local laws and ordinances governing plastic bag and film plastic recycling, effective March 1, 2015.
