Adds Section 1266-J to the Public Authorities Law requiring the Metropolitan Transportation Authority (MTA) to create and adopt a pledge to customers.

Requires the MTA to post the pledge on its website and in stations where it makes regular postings, in appropriate languages.

Pledge must include commitments to safe and reliable service, timely and accurate information, courteous employee service, clean facilities, alternative transportation during service interruptions, customer comfort policies, weather notification procedures, and severe service disruption restoration policies.

Authorizes the MTA to update, amend, and adopt rules and regulations for administering the pledge as it deems necessary.

Becomes effective ninety days after enactment, with rule-making authority effective immediately upon passage.
