Authorizes the New York City Commissioner of Finance to approve rewards in suitable amounts for information leading to detection of cigarette tax underpayments, violations, or related penalties.

Expands reward eligibility to include information resulting in criminal convictions under Chapter 40, seizure and forfeiture of cigarettes under Section 11-4021, or suspension or revocation of cigarette tax licenses.

Funds rewards from collected proceeds (excluding interest) related to cigarette tax administration and enforcement resulting from the information provided.

Establishes that "suitable amount" rewards generally will not exceed 15 percent of the amount collected by reason of the information provided.

Takes effect immediately upon enactment.
