Amends social services law to allow school-outreach domestic violence prevention programs to be excluded from the requirement that 70% of clientele be domestic violence victims or their children.

Requires social services districts to purchase domestic violence prevention services from not-for-profit organizations and provide information, referral services, advocacy, counseling, and education about domestic violence to students in public and private high schools.

Authorizes 100% state reimbursement to social services districts for expenditures on school-based domestic violence programs when funds are appropriated for this purpose.

Directs the Office of Children and Family Services to promulgate regulations necessary to implement the program.

Takes effect 120 days after becoming law, with authority for the commissioner to implement rules prior to the effective date.
