Municipalities with population greater than 200,000 that receive lower per capita base level grants than other similar municipalities become eligible for 13 percent additional aid starting April 1, 2013.

Beginning April 1, 2015, all municipalities with population greater than 200,000 must receive equal per capita aid, with all such municipalities raised to the highest per capita aid level currently provided to any municipality in that category.

Additional funds provided under this provision are excluded from per capita state aid calculations used for other aid determination purposes.

If insufficient funds exist for all authorized additional aid, available funds shall be distributed to eligible municipalities based on their pro rata share.
