Requires drug and alcohol testing within one hour of any serious reportable incident, abuse allegation, or incident creating risk of substantial injury or death; incidents rising to crime level must be reported to law enforcement and district attorney.

Mandates drug and alcohol testing within one hour of any allegation or report of suspected physical or sexual abuse, with failure to comply or positive results resulting in immediate suspension without pay and termination.

Establishes testing protocols including simultaneous collection of two samples, confirmation testing by gas chromatography or equivalent method, and preservation of backup sample for retesting.
