Amends election law to require lever voting machines remain locked against voting for 30 days after an election or until 15 days before the next election if the machines are needed for use.

Permits unlocking of machines if a discrepancy is discovered during the mandatory recanvass of voting machines that requires examination to determine if the machine malfunctioned.

Allows machines to be opened and examined upon court order from any judge of competent jurisdiction.

Takes effect immediately upon enactment.
