Expands Public Service Law Section 126 requirements for electric transmission line certification to require facilities accommodate interconnection of existing or proposed generating resources, with exception for facilities under 100 kilovolts if accommodation would harm electric system economy and reliability.

Adds requirement that electric transmission lines transmitting electricity from sources outside New York State must produce electricity consistent with power plant emissions and performance standards established under Environmental Conservation Law Section 19-0312.

Modifies long-range electric power grid plan requirement to explicitly include maintenance and improvement of the grid, not just expansion.

Creates special certification process for power authority transmission lines under Long Island Sound and underground, requiring only findings under paragraphs (b), (c), (d), and (f) of subdivision one.

Takes effect immediately upon enactment.
