Amends Public Authorities Law Section 1204-a to require the NYC Transit Authority to submit annual reports to the governor and legislature detailing subway noise abatement progress.

Annual reports must include an itemized summary of monies spent, bids requested and received, contracts let, and work completed on noise abatement programs during the previous year.

Reports must include all subway noise measurements taken during the previous period with analyses whenever possible, and a detailed analysis of planned noise abatement activities for the upcoming twelve months.

Starting with the second annual report, reports must include comprehensive statements of progress on all noise abatement activities that were planned in the previous year's report.

The noise abatement report may be incorporated into the Authority's annual capital report under the Capital Financing and Services System Act of 1981, provided it remains a separate and identifiable component.
