Extends Nassau County's existing local government assistance program for villages through calendar year 2014 (previously set to expire in 2013).

Establishes a new village assistance program beginning January 1, 2015, funded at 5% of remaining three-quarters percent sales and use tax revenues (after towns and cities receive their allocations).

Allocates one-third of 2015 program revenues to villages with populations exceeding 40,000 people, distributed per capita based on latest decennial census figures.

Allocates two-thirds of 2015 program revenues to remaining villages, distributed per capita based on latest decennial census figures.

Permits use of assistance funds to minimize real property taxes, defray municipal solid waste management costs, and maintain conservation and environmental control programs.
