Amends Social Services Law Section 22 to allow social services districts to submit evidentiary packages for fair hearings in electronic format, with the department required to provide means to facilitate such electronic submissions.

Electronic format submission is optional; social services districts may continue submitting evidence in paper format, and all parties retain the right to offer paper documentation at hearings regardless of the submission medium.

When a person entitled to appeal requests a paper copy of the evidentiary package before or at the hearing, the social services district must provide it even if using electronic format for the hearing.

Requires the department to notify persons entitled to appeal that they may request a paper copy of the evidentiary package orally or in writing, with pre-hearing requests processed according to department regulations.

Takes effect 60 days after becoming law.
