Adds a new subdivision to Social Services Law Section 117 that prohibits medical assistance eligibility for non-federally mandated services during the first 90 days after a person enrolls in medical assistance.

Directs the Commissioner of Health to apply for any necessary federal waivers required to implement the 90-day eligibility limitation on non-mandated medical services.

Authorizes the Commissioner of Health to promulgate rules, regulations, and develop a services and eligibility plan to implement the provision, with distribution to local social services districts.

Effective immediately upon enactment, provided the Commissioner of Health obtains all required federal approvals and the provision does not prevent receipt of federal financial participation under the medical assistance program.
