Amends education law to require State University of New York (SUNY), City University of New York (CUNY), and independent/private institution boards of trustees to adopt rules mandating notification to law enforcement within 24 hours of reports of violent felonies or missing students in campus housing.

Requires written agreements between institutions and local law enforcement agencies for prompt investigation of violent felonies and missing student reports, with coordination provisions.

Includes exception that reporting requirements must comply with federal law, specifically the Campus Sexual Assault Victims' Bill of Rights (20 U.S.C. § 1092(f)), which allows sexual offense victims to decide whether to report to law enforcement.

Applies requirements to all three university systems: SUNY institutions, CUNY institutions, and other independent colleges and universities in New York.

Takes effect immediately upon enactment.
