Amends the Energy Law to establish energy efficiency standards for televisions that conform to the California Energy Commission's appliance efficiency standards for such products.

Expands the definition of "television" to include combination televisions (TV with integrated DVD, HDD, or VCR), television monitors (no internal tuner), component televisions (separate display and tuner components), and any product marketed as a television.

Adds three new definitions to the Energy Law: "combination television," "component television," and "television monitor" to clarify what products fall under television efficiency requirements.

Requires the Secretary of State, in consultation with the President, to adopt regulations establishing energy efficiency performance standards for televisions by the 180-day effective date of the law.

Takes effect on the one hundred eightieth day after becoming law, with immediate authorization for necessary rule and regulation changes to implement the act.
