Adds requirement for the Division for Small Business to advise and make recommendations to the Commissioner on matters affecting micro-enterprises with fewer than five employees.

Establishes a Main Street Center Grant Program administered by the State Urban Development Corporation to create centers in each New York State county (excluding NYC boroughs), with matching grants up to $100,000 for counties that designate a full-time employee to the effort.

Requires each Main Street Center to house a library of Main Street publications, develop a database of state and federal grant resources, and provide guidelines for facade renovations that respect historic architecture.

Mandates the Secretary of State receive all rule-making documents in electronic format on or after January 1, 2015, and publish them online without charge through multiple means including RSS feeds and a customizable rules tracker program.

Requires all state agencies that adopt rules to maintain links to the electronic State Register on their websites and directs agencies to submit rule-making notices to the Governor, legislative leaders (including new minority leaders), and relevant commissions.
