Adds "service connected disabled veteran owned business enterprises" (SDVOBE) as a protected class alongside minority and women-owned businesses in state procurement and contracting throughout New York law.

Defines SDVOBE as a business at least 51% owned by service-connected disabled veterans with a disability rating of 40% or higher from the VA or Department of Defense, with real and substantial ownership control.

Requires state agencies and authorities to include SDVOBEs in procurement goals, utilization plans, and participation targets equivalent to those established for minority and women-owned businesses based on a 2010 disparity study.

Applies SDVOBE requirements across multiple state programs including linked deposit loans, bonding assistance, technical assistance, and financing programs administered through economic development agencies and public authorities.

Amends approximately 20 different state laws and authorities to integrate SDVOBE participation requirements into their contracting and business development programs.
