Amends Public Officers Law to allow individuals age 16 or older to serve on community boards in New York City, lowering the standard age requirement of 18 years for civil offices.

Limits community board membership to no more than two members under 18 years of age per board.

Aligns community board age requirements with existing provisions for youth boards, youth commissions, and recreation commissions.

Requires appointees to remain U.S. citizens, state residents, and district residents with a residence, business, professional, or other significant interest in the district.

Takes effect immediately upon enactment.
