Amends Social Services Law Section 158 to add a new requirement that recipients of social services benefits must be residents of New York State as defined in Article Four of the Social Services Law

Establishes a new Section 21-b requiring the Office of Temporary and Disability Assistance to verify that all benefit recipients under the Social Services Law are New York State residents

Applies the residency requirement to all benefits administered under the Social Services Law chapter

Preserves the Office of Temporary and Disability Assistance's existing authority to promulgate additional benefit requirements under existing law

Takes effect 90 days after the bill becomes law
