Increases the net energy metering capacity threshold for solar, farm waste, micro-combined heat and power, fuel cell, and micro-hydroelectric generating equipment from 1 percent to 5 percent of an electric corporation's 2005 electric demand.

Increases the net energy metering capacity threshold for wind generating equipment from 0.3 percent to 2 percent of an electric corporation's 2005 electric demand.

Maintains the first-come, first-served basis for making net energy metering contracts and schedules available to customer-generators until the respective capacity thresholds are reached.

Takes effect immediately upon enactment.
